if you desperately need tools, the You-tool is typically stocked, autolathes need only metal to mill off the 5 basic tools and there are 2 located at Cargo and sci. Go ahead at round start and get your department it’s own toolbox.
if you desperately need to store them moderately securely, do so in your department and preferably your workspace where people are unlikely to bother you or take them, or go to dorms and take one of the personal secure lockers for your workspace.
If you’re doing something, but realize you need to do something else, legitimately no one is going to stop you from putting down some work related items in your workplace and going to get tools.
you act like a tool-belt is an item that is utterly necessary for general gameplay when the only two people who desperately need them 24/7 per their job is Engineers and Roboticists.
And you do not need to have a toolbelt to get stuff done? There’s really nothing stopping you from getting a toolbox and dragging it around apart from your want to have tools 24/7.
If you need your medical belt as CMO, promoted cap; and you should keep it, leave the sword in the cap locker, and have a tool box in your office if you really don’t want to share tools with your poor MD who also want to build. Alternatively if your feeling nice leave the tool box in med storage so that everyone can use it, and every tool on the station isn’t gone, on a tool belt in someone’s backpack where no on else can use it just so that when you need to use a crowbar once that round you can.
Sharing in the same currently is difficult, as it is very easy for people to take it and not return it. Gonna start using a handlabeller on stuff and write stuff like “Property of Markus Larsson, touch and you’ll be borged!”.

Back when I played Chemist I used to leave a toolbox nearby with stuff like screwdriver, wires, flashlight, wrench, and crowbar. How often did this get stolen? Every time. By who? Everyone. Doctors, Greytiders, EVEN MY OWN CMO on a few occations!! Did they return it? After like half an hour at best.
