I understand that the captain shouldn’t have given it to kate, but there was no main threat to the station. If it was blueshift, then of course that would be an insanely dumb move. Their reasoning was likely “I gotta go, there’s no threat to the station, so appointing someone I believe would handle the job well would be good” and as he said, he viewed the Chaplain as the “QM” of service, so he would’ve thought they were trustworthy. That seems like, decent sense. At least he didn’t give it to an assistant
which is a completely non sensical excuse since the ‘QM’ is an actual role and the HOP is the head of service
and the cap did say there was a HOS and guess who would be acting cap???

the proof is there is no ruling on who he can or cannot promote; in the absence of a ruling or rule preventing him from doing so, it is implied it is ok for him to promote whoever he wants.
the crew can still react to a shit hire though obviously, but it is his resposnabilty.
