Okay so lets use common sense here, NT makes the Captain the Captain under the authority of NT. Cause they legally own the rights to the station, having built it.
They see that the current captain has entered Cryo, as the slot for captain has opened up.
But before that can happen, they need to allocate the personnel capable of becoming Captain since it requires someone with an extensive battle record in battle as a command role as seen on the lore.
Unbeknownst to them, the captain has passed the torch to a chaplain, someone with absolutely no record and is one of the farthest things from a soldier, trained in exorcising “bad juju”
But the captain doesn’t have the power to give them full credentials at the NT central command station, since that right belongs exclusively to NT who owns the station.
So they send their captain in to take their place and they even get their own fancy big announcement that they have arrived, but are met with hard resistance from this chaplain who calls the captain who just came in an impostor.

Captain promoting someone to full captain, and a new join captain have the same authority. We don’t take theoretical NT sent a new captain so that overrules the old one scenarios into account, unless an admin specifically says that. The announcement was made, but if it was after an altercation already started, the IC justification is there already.
As much as people blame Kate for starting a fight with disablers, if the old cap started with a telebaton without conversing then they are as much at fault. Also their name is an exact copy of my personal hero Barry Bee Benson from a Bee Movie. Not that that has much to do with the actual fight, it shows that RP rules were already disregarded on their part the second they spawned in.

After this Kate is subdued by new captain and phil smith. Kate is then stripped, hanged, then killed with the officer sabre.
There is no evidence of metafriends at all. The captain tried to look for someone to take captain before going to kate, but no one responded.
Ethnius and Aeder were going under the assumption that Kate was an acting captain, however they were asked to be a full captain. Acting captain has to be explicitly stated or happens by default when the authority falls to someone through chain of command on its own.
With this in mind, Ethnius god messaged Kate, however there really should not have been intervention at this point. Further an IC god message is not a Centcom or Admin command. It can be ignored even if it was seen.
Since both captains had full authority to be captain, this all should have really been handled IC from my point of view. New cap went into their room and saw the old cap and immediatly called them a bitch and may have telebatoned Kate.
It turns out that telebaton hits only log when someone is tripped or stunned. If Barry targeted the chest and hit once, then it would not be logged. Kate using disablers against the new captain insulting, then attempting to stun them is completely warranted. It is after the initial conflict that Centcom makes their announcement for Kate to step down, not before. Subverting chain of command and ignoring Centcom is only a rule break when there is no IC reason to. Being attacked immediately gives enough reason to ignore that in my opinion.
Kate was never given a chance to explain their situation, and had fully authority of captain. New cap attacking them with non-lethals, and subsequently killing them is also IC valid as they were Cap as well.
This should be fully removed and counted as an IC issue in my opinion.

That said, the original captain seems like they were a condom and created this situation. They should have designated Kate an acting captain. They also however, immediately requested nuke codes at start of round and gave full captain authority to a random chaplain for no reason.
Barry B Benson is very clearly a naming rule break. I don’t understand why no one is considering them at least partially at fault for immediately going in for a stun and Bitch calling without provocation or IC interaction, when Kate was clearly wearing captain gear and had a full cap ID.
Kate however is not innocent when it comes to RP. They spent the beginning of round doing R&D stuff from what it seems, although I am not sure what specifically. Also they clearly would have saw the “Captain on Deck” message so claiming the new cap was an imposter seems like forced ignorance which would be in line with previous notes.
Leaving this open for more input, especially more @GameAdmin .

Also as a note, take appeals seriously. Do not make meme titles, and follow the template from the start. In the future any more disregard for the standard in appeals or other serious posts will be automatically denied and count against you if remade. Especially as council now, even if a ban is bullshit in your eyes, try to maintain a bit of professionalism.

It was mostly an IC mess (that also jumped into a shitfest), and every part is a tad at fault.

OG Cap Cryo’ing made it possible for a second Cap to be sent (and with the idea on mind that he was the first and only cap being sent to HIS Station), so technically Kate was only acting Captain, so I wouldn’t take the piss on the 2nd cap for going full “why the fuck do you have Captain shit if I’m Captain while in MY office”.
Furthermore, weren’t there any other heads available? No RD? HOS? No one? Fucking COC exists for a reason. -

COULD HAVE given captainship to another head, or ASKED ALL HEADS if they were okay with it.
COULD HAVE actually gone to arrivals and explained to cap what happened, or even used Comms Console from Cap’s quarters to tell him to meet her at X place.
COULD HAVE let cap arrest her and explain to her what exactly happened. Ethnius being there could’ve roleplayed as a CC Commander and explained the situation to him later on.
COULD HAVE not fuckin’ antagonized him by calling him impostor to begin with.
Many fucking “could have’s” that could’ve been avoided by simply deflecting the Captainship to someone else, or actually explaining the situation to Cap.
Also the mess that were their answers towards fellow players and council members alike. Not to say the appeal itself was a mess too.

While I understand this arguement, and eth and aeder had the same opinion, we have never really ruled a full promotion as being only an “acting position”. It has often caused problems and most likely requires a look at from council however. Ironically.
The rule is to not have any pop culture names or meme names unless you are the clown. I actually didn’t know that Phil Swift is from anything. We have been enforcing this ever since we got more strict with MRP though. However old long running statics tend to get a little more leniency, whether that is good or not. This name is not old, and done as a meme since they are playing apid.
I agree entirely. I don’t think new-cap was at fault for anything at all really. They could have been slower to just to stunning, but in no way do I see that as a rule break really. But following that logic, the old cap if considered full authority, also had the same right. It was not as genuine since OOC Kate should have known there was a new cap, but the IC situation still seems valid to me, they just responded to a non-lethal attack in what they believed to be their office by someone who just arrived on station.
Kate could have done a lot of things differently. They have a tenancy to play aggressively, very often skirting or passing the line of acceptability. I try to look at each situation individually first to see if rules were broken, and if so then compound it more with history. Kate should be on last warning for MRP generally, the note history is extremely long. I don’t think this is the final straw though.
However since the side opposite my opinion has valid points, I am not making any kind of hard ruling on it. I appreciate the input and want to see more, then have eth and aeder give a solid informed judgement.

Hi. I’m the then captain of that round.
I wanted to renounce my captainship that round and democratically ellect. But I discarded the idea when I wanted to cryo and it was a greenshift, so giving captainship to someone else would work itself out. I see the chaplain as the “quartermaster” of service, so that’s why I made them captain.
As for Kate, I’m not a metafriend by any way. But I did see her around more often and I thought she knows what a captain does and wouldn’t be a shitter. She knew I was gonna cryo and a new captain would come, and should try to resolve the situation without laser guns.
Heh. About that, prev round the AI ‘practiced plasma flooding’ by N2O flooding the station. I wanted to make a meta-joke, and ahelped and asked if I am allowed. The admin approved, so I said something like “Hey guys I wanna practice nuking the station in case of blob” and requested the codes.
EDIT: Oh yea, one more thing. Server was quite lowpop at that time. There was no CMO, RD, CE or HoP. Only me, HoS and I think RD arrived by the time I cryoed? Departments were very understaffed as well. This also influenced my decision to assign someone else to captain, instead of promoting an already acting head.
