Only if they disconnect before bwoink can be given. Appeals are still forced when players leave after getting the bwoink in most cases. (Occasionally if a player does a big enough bad and disconnects immediately after)

Cadet: Antags are just going to abuse them for free sec gear and sec comms, with litttle to no weaponry, they can just easily be taken out, along with the fact that sec almost never is coordinated, You need to give the cadets at least some cuffs to hold suspects, instead of repeadtedly flashing them
Gulag: Make them at least better mining or botany equipment, So people are actually inclined to behave
