New buckle mechanics

Im unsure how others feel, but I feel a bit… annnoyed? (for lack of a better word) about the new buckle mechanics. I don’t feel it makes sense that you cant activate internals, a PDA light switch, etc. when you buckle yourself into a chair. I aint exactly strapping my hands into 'em and gripping on for dear life. I asked in discord and it appears that it acts as if your incapacitated, why?

Buff buckling to make it more difficult for new players and bring back some much needed jank to the game.
