If space pirates appear, is it good faith for security to negotiate a ransom while an atmos tech, miner or explorer plasma floods there ship?
Simple yes or no.
It would be decent if space pirates could spawn a little early and have reason to fly in space more like quests or port docking the explorer shuttle when it leaves and launching boarding actions against crew.
Maybe they appear early as part of a random explorer event with the goal of hacking the explorer’s ship so they can identify the station’s transponder signal.
