Even Paradise lets you kill traitors with dangerous gear but we no longer do?!?!?!?!?!?!???!?!?!!!?!?!?!
You come across each other in the maint tunnels and they spend time talking to each other rather than chasing you.

This is the first interaction between you three, you firing the first shots.
There are no logs of either of them swinging a contractor baton anywhere near you, hitting pipes, walls or anything at all. It did not happen.

Looking at the screenshot shows you saw them with a contractor baton in maint. At the time of them doing nothing, it’s not enough to fire a killing amount of shots. If they had chased you prior, done any kind of aggressive action, sure. Done anything to show that they were hostile and not just looted a dead body or found random maint loot, sure.
Does look a lot like dereliction of duty and valid hunting to me.
