I thought it was a cool idea to be able to send messages to the game and not have to go in-game, why was it disabled?

Because nearly every time it was used in-round, it was either accidental or intentional ick ock. LOOC is a suitable replacement when you need to speak out of character to someone specific and global OOC is not necessary.
About the only legitimate midround use for OOC I ever saw personally was complimenting or asking for music.
