A changeling strolls up to security near the start of the round and asks to speak with the HoS privately. Changeling reveals themselves to the HoS and offers to help hunt down the other changelings, to which the HoS agrees but only if the changling accepts a tracking implant.
The HoS works to raise the alert level due to the presence of changelings and informs the Warden to outfit their new security officer appropriately. The warden responds by immediately, wordlessly killing the changeling, even as the HoS commands the warden to stop because he is friendly.
The Warden and HoS get into a scuffle of their own which ends with the warden stripped of status and placed in perma for prime murder due to attempts to destroy the changling after killing it
The Warden ahelps from perma complaining about the HoS. Who, if anyone, is in the wrong in this situation and how do you respond to the ahelp?

You receive an ahelp that a player is valid-hunting them for no reason instead of running away from combat. You look into the blamed player and see that they are the Cook, and logs reveal an altercation took place within the kitchen.
Cook grabbed, threw, grabbed, sleeper hold, and again thrown the antagonist in question as well as an additional dead player out of the kitchen before calling for security. In the say logs, the cook mentions that the other player was dragging the person. The cook didnt say anything prior to attacking the intruder and has no other relevant attack logs involving either player.
Who, if anyone, is in the wrong in this situation, why and how do you respond to the ahelp?

Hard question. The changeling strolled in to Security immediately and offered to hunt down other changelings; and while some may argue that it is in line with them being able to complete their objectives at any cost, considering antagonist conduct rules, a bigger issue here for me on what the changeling did is Rule 1, You Must Roleplay, specifically, âAntagonists exist for the purpose of inciting conflict and roleplay, not for the purpose of greentexting.â
Little to no conflict or roleplay is incited, and most importantly - their are no friendly antagonists, both for the antag and Security. The Changeling should not have gone up and immediately revealed their status and offered to hunt other changelings. If they were simply passive or similar it would not matter, or if they did so due to extenuating roleplay circumstances, but this is roundstart.
The Warden should not, however, have immediately attempted to blast it; while I would accept this as mutiny due to the risk the changeling posed, as they can get rid of tracking implants, wordlessly killing them with no words or similar is rather cringe. Deciding to outfit the changeling with Security gear is also another bad for the HoS, as the ling can just get rid of the tracking implant.
The ultimate answer to this one is complex, however ultimately everybody has failed to an extent; the changeling, depending on notes, is likely to receive an antagonist ban for refusing to play their role or even put in effort to roleplay and being a friendly antagonist bringing nothing to the round. The Head of Security, while attempting to roleplay, also must keep in mind that their are no friendly antagonists and that giving a changeling security gear is a bad idea. While I would accept a potential plea deal to release the changeling if pacified or similar, simply releasing them with a tracker and sec gear shows no indication or concern for crew safety and is rather poor Security gameplay.
The Warden killing the changeling wordlessly is ultimately not as bad as anything else, but could have been executed better. They could have asked the Captain for input, ahelped for mutiny due to risk posed to crew, and similar. I myself have done a similar such thing in different context, and understand why it would be done. Ultimately, they are likely to get a note and told to try to avoid mutinying without ahelping in the future.
The key thing to do here is to ask for other admins input, since this is a difficult question to answer; their are many things that have gone wrong, but some may potentially be overlooked for the health of the round. The Warden should have attempted to roleplay more but ultimately acted to try and keep the crew safe even if in an extremely validhunt-esque manner, but the Head of Security should have known better the risk posed by releasing a changeling with something it can eject from its body with Total Purge, and even moreso by releasing them with security equipment to hunt other changelings. The changeling should not have gone to Security roundstart and turned themselves in, either, as their are no friendly antagonists; unless they have some greater plan involving betraying Security or similar.
TL;DR, skill gap. Read it. But, ultimately a lot of bad things happened that shouldnâtâve; cling shouldnât friendly antag, HoS shouldnât allow it with no supervision much less by aiding them with sec gear, and Warden shouldâve done a bit of a roleplay.

Honestly? If the person is dragging two people through the Kitchen theyâre kind of trolling. Running away from combat in this situation is a bit different; theyâre under attack in their department and -removed- them from it without attempting to kill them, and called Security to handle it. The Cook also typically has permission to remove people from their department and most likely didnât even know they were an antag, and in no way did they rush towards danger; danger came to them.
Ultimately, the cook just removed somebody trespassing with a body and called Security. From what youâve said they had no weapon, etcetera, and considering they were dragging a body its reasonable to not talk. The most you can stretch it is to say the Cook shouldâve I donno, told them to fuck off and called Security, but even then thats pointless in my opinion.
