That’d just limit what you can do, I’d rather have 10 small tools than 1 big can-do-everything tool.

and you still very much can. You just need to uses two tools on your tool belt, and wait 7s for command doors, and less then a second every every other.
Why not just put a timer on it depending on the security of the door? Normal doors 0.5-1 second to unlock, basic security. 1-2 seconds. Hard security 3-5 seconds.

The “access wires to emag” would be so painstakingly slow for security doors that c4 would become a better option.
The charges seem like a good idea, but there better be an obvious way to keep track of them.
I think having a delay between emagging a door and the electronics giving up and opening for you better fits with the spirit of the item. Could even add an electrical short noise when the door opens, making it even more obvious to people nearby.

Being able to get into Command within 5 seconds to get X, Z or Y when 90% of the time no one there is just chessy. Maybe on high pop you can see Command in there, but barely then.
Why do antag emag into the bridge? Get AA in the HoP office. Get the spare ID box. Get Captain obiectives in his office. Say something funny on the Communication console. Do we want to encourage this or discourage this?

I was thinking of airlock satchels that could bring down any door in one go.

That’s a really long time, especially considering how obvious and loud welding is. (And unplasteeling a door is a pain in the ass with how clumsy it is, and it will only become worse if Rukostorage gets in the game.)

Why not? If you’re doing that, you’re asking to be spotted or at least have your fibres or prints recorded. Sure there are issues with lowpop, but that’s just lowpop being lowpop.
No emag? just teleport.
No teleport? just thermite.
No thermite? Acid the door.
Door acid proof or no acid? C4 the door.
No c4? depending on the location just disposal trick inside.
No disposal trick? AI LAW 2.
AI wont law 2? Kill someone with access to get access.
Last stop… hacking only if you got shockproof.

None of the above? Mech. Can teleport, RCD or drill right through the door! And you don’t need the roboticist! You can order a Ripley MK1 and all related parts (except cell and 10 iron) and make your own! Even has a regular drill. If you’re smooth you could give a BS reason to get an exosuit RCD or otherwise tool.
Seriously, antags who can’t smooth talk aren’t good antags. Just give a BS reason and most people are hestiant to deny you unless you act like bad business. In one round I got the insuls gene because I was working on a project in dorms. Anxiety the CMO was very restrictive about but was none the wiser to know it was all BS. lol
Even got a full engineering toolset for asking Cryphia to teach me engineering. 
She wasn’t happy to see me slashing her coworker. lol
