Why would i be sarcastic? Its genuinely a good idea to have perma cells viewable and interactive by everyone.
It would be natural to increase defenses for that, having a protective shielding like xenobio shield generators around the cells would be great, and only way for prisoners to leave is either power outage so walls turn off or warden/HoS ID.
I think this would increase sneaky sabotages instead of brute forcing a tot out.
maybe add more ghost roles so you get something you like to do after you got round removed?
