yes, it randomly picked firefighting foam, or someone threw a firefoam grenade

well what i am about is, if there is a system that can dispense foam at any place on station why its not used to fight fires ? Wtf nanotrasen

why contain it? (the plasmafire)

the inlore reason why the foam is dispensed is that the scrubbers are full and now are ejecting all the reagents they “contain” so thats why they are foaming random ass reagents, its not a feature its a bug
