Genetics can’t make IPC bodies.
They can’t be cloned or interacted with mutations and such.
Only way i can think of is with chemistry and xenobio with ipc mutation toxin.
I think all they meant by that is that to get a new (random) human body, all you need is a monkey cube which are infinitely producible and some mutadone. Not very hard as theres like 4-5 round start methods to getting one.
Unsure if that was ever fixed but even if it was.

Well really the point is being qble to create of positronic brain and somehow being able to “respawn them” as something close enough to normal crew.
