Its literally the oposite of malicious intent, the RD was trying to HELP the IPC while chef was trying to gib the IPC. If RD was with malicious intent he would let the chef gib the IPC and get the materials from the dead IPC (gibing a IPC gives you plasteel and iron) (there is no way the rd could’ve know the ipc was trying to kill himself for good)
Why does the research director at no point during all of this call security, instead of trying to wage a one-man war against the chef.
Not even Security will take the chef on one to one, why did the research director think he could?

directly from the MRP AND LRP RULES. IF they go completely hostile (Attacking first and non-stop), they use a weapon or come back to your workplace for a 3rd time (or with a weapon such as a baseball bat), you may validly kill them.

RD did NOT go completely hostile at the start of the encounter he actually just shoved and used telescopic baton on the chef

Because he didnt flash the chef at any moment according to logs? Also what harm does flash do? It is just a non-lethal way of stopping them

A flash is an instant stun for most people. If you get flashed w/o protective eyegear, whoever stunned you has all the power to keep you stunned indefinitely, for dragging somewhere/cuffing/beating to death/etc.

also, if i were that chef, i would absolutely not risk seeing what would RD do with me, especially on golden.

So we know from this the guy did not have soul departed since he was literally resurrected, however we also know he didn’t want to be so the chef witnessing them effectively suicide checks out.
Chef is not in the wrong for trying to gib a suicide victim even if they were resurrectable. Just mistaken on the soul departure.
Three times. Proper escalation allows you to kill someone the third time they trespass into your department after being thrown out. RD insisted on getting to that body for relatively good reason - they have no reason to believe what the chef is telling them when they see the soul isn’t departed, but still trespassed several times eventually being killed for it.
This is IC and no ban should have been issued due to no rule breaks if these facts are agreed upon.
Different actions could have and potentially should have been taken (such as either party calling security), but as far as the rules are concerned there is no violation here.
