The cards are weapons, and not made by NT so, it would fall under either:
Equipment which has a primary purpose of causing harm to others, or large amounts of destruction
or
Equipment of non-NanoTrassen origin.

Everything said is confirmed through logs.
For the future, anything of non-nanotrasen origin is contraband and should be put into contraband lockers on arrest of the possessor barring extremely dire circumstances.
Both the officer and the warden, who encouraged the use of the cards, will have action taken on them.
