Rebalances needed due to stuns being phased out

So a number of things were balanced properly when stuns were the meta but now don’t fit. Catalogue the changes needed here and suggestions for how it can be improved.

  • Hulks are currently easy to stop with stamina damage.
    • Improvement: Use this PR where they no longer take slowdown from damage/stamina.
  • CNS Rebooter doesn’t properly purge stuns.
    • Improvement: Use this PR which purges stuns after 4 seconds.
  • Ling adrenaline has virtually no stamina regen boost.
    • Improvement: Use this PR which boosts stamina regeneration.
  • Adrenal Implant does get you out of stamina crit, but even just one disabler hit can put you back in stamina crit again.
    • Improvement: Increase the initial stamina heal to fully remove stamina damage.
  • Explosions knock you out for a long time.
    • Improvement: Use this PR where they instead do knockdown.
  • Flashbangs stun for a long time.
    • Improvement: Use this PR where the first 10% of the duration is a stun and the rest is just a knockdown.

This way we still get the more skill-oriented improvements by removing stuns and there is more counterplay that can happen.
