Let the ghosts vote

What it says, basically let the ghosts vote on transfer call, admin votes, etc. Its annoying when you observe/die and admin starts event vote. I don’t see why they cant vote to begin with

Since all the time, its a config option we have enabled.

But… when did that get toggled? I also thought ghosts were always allowed to transfer vote and this is the first I’m hearing that they couldn’t.

I didn’t realize it was special privilege as an admin that allowed me to ghost-vote on Transfer.
