Delta station is the only station where the law office has no spare PROVE cartridge. This is absoutely game breaking, and has killed millions. please fix

this single failure is the sole cause of 38 confirmed round end station destructions and I think it would be severely deadly, including in real life due to spontaneous death, for the devs to not place one in the law office for the future. The lack of a prove cart in the law office on delta has killed more people than mao ze dong. please fix
