I follow the Chain of Command table, the guys I listed are in one group (service) and have service headset. Therefore, service.

i assume chef,bartender and botanist are service cus they serve
chaplain and the curator dont really serve anyone
janitors are service cus they also serve
cargo techs, qm and miners are cargo not service
Clowns and mimes are service
Lawyers are service
thats what i think anyway
last 3 could also be civilian
I would count anyone who starts with service headset part of the service dept
