Add ability to change pipe layer of Engine Heater/Plasma Refinery

The multitool is capable of changing the pipe layer of the thermomachine circuitboard. However, it currently does nothing to the Engine Heater or Plasma Refinery boards. I feel like this should be changed.

" You change the circuitboard to layer X. "

What this does:
This makes it so anyone can change the layer of the relevant shuttle atmos machines using a multitool on the boards.
Currently, these circuit boards default to layer 3, but the machines default to layer 2 regardless of the board’s layer setting.
